Health Level Seven International (HL7) is an ANSI-accredited standards developing organization. It was founded in 1987 to provide a comprehensive framework and related standards for the exchange of electronic health data among entities that are involved in clinical practice and other health services. HL7 has over 4,000 members from over 50 countries, representing healthcare vendors, providers, payers, policy makers, consultants, and others.
It has developed a set of standards under the same name, HL7, to help software vendors and healthcare providers store and uniformly transfer data. These are used for transfer and exchange of clinical data between different types of software applications used by different healthcare providers. They define how information is packaged and communicated from one party to another, including defining the language, data type, and structure of the data, making the healthcare systems interoperable. More specifically, HL7 makes sharing healthcare data between various health IT applications easier and more efficient. These standards focus on the application layer (‘Layer-7’), which includes data exchange structuring, in the Open Systems Interconnection (OSI) model of International Organization for Standardization (ISO).
The standards are published after using a balloting system in which members vote and add commentary in successive balloting rounds until negative comments are eliminated. HL7 creates draft standards for trial use (DSTU) unless they are commonly agreed upon by the members. All HL7 standards are introduced as a DSTU to test their success in implementation before making them into formal standard.
